Did you blow a fuse that powers the cooling system?
Are your hoses clogged at all?

Possibly try replacing the top rad hose. If the pressure inside the cooling system is building inside the hose...

ok my first guess of what it is would be your running lights shorting out somewhere in the harness. take the bulbs out of the running lights and see if there is a connection between the two wires in...

The difference between .48 and .5 volts shouldn't be the cause of it. I could see where it would matter with 1 volt when it should be 12 but I don't think that the .02 volts would change anything.

Do a test and make sure there is 5 volts to the yellow wire on the tps and the red/blue wire reads .5 volts with the throttle closed. Also check wiring to the IACV, making sure there is power.

I have the longer gears on an s20 transmission. While in 2nd gear at 4k rpm i go 40 mph. Second gear also ends right around 70-75 with my redline at 6900-7000 rpm

The wires going to your horn in the steering wheel should be a ground. You should have constant 12V at your horn and not your button
