I went to Autozone and O'Reilly...they have nothing on their shelves anywhere near called "clear silicone lubricant"! However, I found something you may be talking about on the Napa Auto Parts...

So packing it with some grease will not harm the rack and pinion? Its okay to mix in grease with power steering fluid? I really have no clue on this.

Problem solved! I watched numerous You Tube videos about testing electronic components. I did a voltage drop test, I checked continuity, I rechecked components, relays, etc. Nothing showed...

Ohh no...I very much will drain the transmission a couple of more times, to be on the safe side...but I don't want to "wake a sleeping giant" in terms of a transmission flush or a high pressure...

It does it in every gear! Although, when I get on the freeway and eventually getting up to 60-75 mph, the car runs good...without any issues. I also notice the problem always when I start up my car...

Success!

At first, I loosened tensioner, removed belt, adjusted cam just a little bit to get it to TDC, put belt back on, then rotate crank several rotations; however, the cam got off again...
