I solved this problem ... adding 2/3 bottle of transmission fluid to the crank case. $3.83 plus tax (the dealer wanted to replace VTEC, VTC, timing chain, tensioner and guides, more than $1,500!).

I have this same sputtering and / or dying problem (exactly at 2,900 RPM), CEL code started with P2646 and switched to P1009 after an initial dealer diagnosis. My 2005 Element has 224,000 miles on...
