Rotor and cap were pretty scorched on the tips, spark plugs are all fairly white though with some minor orange...

I went and had my 95 LX D15B7 e-checked and it barely failed hydrocarbons my HC ppm was 174 limit 167, NO was 2845 ppm limit 1240, and CO% 0.76 limit 0.94.

I can't find the Honda OEM CCA specs for that year, but new batteries are in the 500-600 range for CCA. If yours tests to within that you should be OK.

Easiest way is to take it to Autozone, OReillys, Advance, etc and have them check the cold cranking amp capacity, and overall health.

Have you had the tires inspected for lumps/bumps and any irregularities? A warped sidewall or tread(especially from it sitting or dry-rotting) can completely cause this wobble.
