To test the VR on the car, you have done what I would have done already. Do you get any spikes beyond 14.5 volts? If tyhe regulator is shot, this would be something that could happen.

Also, note that the gauge gets it's signals thru the bolts. So, if any bolt is missing or not properly fastened the gauge won't work OK.
