That motor will never start with wet plugs, cleaning may or may not help. Just pick up some cheapies from the parts store to make sure the plugs are not the problem.

Test the starter. Get a large guage piece of wire and touch the solenoid terminal on the starter to the positive terminal on the battery, make sure you are in neutral before attempting this.

Cranking = Starter spining the engine.
Starting = Engine spining and running under it's own power.

hmmm.... make sure your distributor is going into the cam correctly and not being forced in, it is possible for timing to be 180 degrees out if the distributor is forced in the wrong way. Make sure...

Make sure your battery terminals are tight and not able to move by hand. Make sure the nut on the starter is tight but not too tight. Check the 100 amp battery fuse in the underhood fuse/relay box....

the best thing you can do is spray the area down with brake cleaner/solvent, start your engine and find the leak, then replace what you need.
