Acura/Honda normally doesn't recommend a Transmission flush unless you have shifting issues. It's typically a drain and refill.
The brake fluid however is recommended every 3 years per your...

vacuum leak for sure. booster bad will give a hard pedal.
check the large line going from the booster to the intake.

Is there a CEL on? Have you put a load test on the battery? Does the vehicle have plenty of fuel? Can you hear the fuel pump priming before turning it over?

Acura/Honda normally only even replaces them if they are installing a fuel pump or flushing the system due to bad gas.
This being if your vehicle had an external filter.

This is good news, my gf just bought an 08 Accord 2.4L last week. Has 48k on it, its Certified Used and she bought Honda Care but I'll remind her to keep an eye on it.

Yeah, they're not cheap. I worked at O'Reilly's and was able to score new ones for about your Ebay price.
OE Ballasts are hard to find also unless you can scour through a salvage yard.
