I'd check the distributor. Sounds like a weak coil. It has enough to start your car but not enough to rev high.

A 95 B18B1 motor will be an exact swap for a 94 LS integra. The 94 motor would have been OBD1 B18B1 as well. Should be plug and go.

Have you tried to adjust the idle control screw/locking nut. That doesn't cost a thing and should fix you right up. There needs to be a certain amount of slack on your throttle cable so don't get it...

Yes a JDM OBD2 ecu will look for a knock sensor and the 94 obd1 Gs-R also has a knock sensor.

Try cleaning out the filter and replacing the o-ring for the vtec system. I was having the exact same issue and two days ago took off the vtec sylenoid and cleaned the screen and replaced the o-ring...
