Yes I've checked it. The noise is coming from the drive side of the enigne bay. Around the drives side of the fuel rail/fuel pressure regulator

No its at idle, and when I shut the car off I can hear the noise fade and the engine stops moving. I know the difference between turbo spool and this noise.

I've tried spraying carb cleaner...

ok so i tryed the whi/yel wire test and i found that everything does come on when its ground, but the cabin light didnt no come on.

sorry guys ive been super busy with army stuff. i havent tried any of these yet but i did notice when the relay plug has the jumpers in it the light comes on. also that the compressor cycles like it...

I swapped the relays and still had nothing. I also notice that the a/c switch light in the cabin DID NOT come on

I only did a visual check on the fuses. I jumped a to b and c to d for both. I used alldata to trouble shot and find the amount of oil/refreg to put In the system. That is all I have done to this...

Yes 5 ounces of oil 22 ounces of refreg.

I've checked fuse 35 fuse 39 and fuse 13. All are good. its a r134 system

93 civic ex body, turbo ls vtec engine. when i jumped the relays it worked but when i plugged it back into the relays it wouldnt engage and the fan wouldnt come on. i would think thats a relay...

I already said that might be the problem however you have still not explained WHY your answer solves my problems. Driving it and letting it idle to find symtoms isnt the samething as beating it.
