On our 1986 Civic (Wagonvan) you have to pump the gas petal two times THEN start the the car.
The idle jumps up to 2000rpm and then warms up the motor and then goes down to about 750-850RPM.

That is what, only 3000 miles a year? Wow, I would think of that as LOW miles. If that is true you might want to INSPECT the brakes and such and see what the wear is rather than just jumping on...

I think on cars that have so much emissions stuff (like the older Honda) and use a carburetor, vacuum is really important to get right - or it ends up being really difficult to get the engine to run...
