That is what, only 3000 miles a year? Wow, I would think of that as LOW miles. If that is true you might want to INSPECT the brakes and such and see what the wear is rather than just jumping on...

I think on cars that have so much emissions stuff (like the older Honda) and use a carburetor, vacuum is really important to get right - or it ends up being really difficult to get the engine to run...

If the timing is off it may be because the timing belt is stretched - not to say that is why, but it is likely and you really want to avoid engine failure if you can.
