I believe what that you can use after market upper control arms, stock lower control arm that can be modded for strength(all mounting locations retained), and the spindles vary with axle...

A boost leak test would be the easiest way to evaluate if boost is escaping the charge system.

Are both pumps working properly? Somethings definitely not right some where. The 2000's with dual 044s are good for at least 800hp, usually more on a Honda.

For a basic tune-up, NGK plugs and NGK wires. As far as cap and rotor, you can't go wrong with Honda.
