It depends on what the code is. And there is really no way your cat is bad with so few miles. It's likely either a wiring issue or the ecu is somehow bad.

if you're saying the crank seized which caused the timing belt to seize up and break then your engine is toast

Are you sure it's fuel ? It could be the air conditioning evaporator drain hose which drains water from the evaporator.

a bouncing tachometer normally points to a bad icm

That's really strange. In the first pic it's clearly hitting on the knuckle not the wheel bearing. I'm wondering if they got the wrong ball joints in there or somehow they need to be turned to clear...

making sure the ac is off, parked in the shade, with the climate control on full blue, and the car completely warmed up, does the air come out warm when it should be cool ?

the compressor isn't the issue, if he used aftermarket mounts then the issue could be the mounts, if he used Honda OEM mounts then the issue is likely there is a sequence to torquing down mounts so...

I suppose it's possible the expansion valve is sticking partially open instead of sticking closed as normally is the case.
