Since u have an ITR engine, i would go with JDM ITR 4-1 header, custom cat(need a 2.5" opening), USDM ITR B pipe, USDM ITR muffler. I had that setup in my GSR hatch, and it was great. Quiet for daily...

It's probably the dimmer switch. Try switching it out with a working one, or just try taking it out and cleaning it.

yes, its black. and yes, it will fit 99-00 civics. it also allows you to mount a DIN size radio in place of the storage bin in a 99-00 civic.
