Why not just run power from the pre-existing tag lights. You said you didn't want those (I think), So just clip them and replace them with wiring to the bulbs

What about Sylvania Silverstars? They're about $35 for a pair, and can be found at walmart. I've had them in two different cars and loved them. I did just upgrade to HID's though... haha

All HID ballasts use the same connector. I don't think the bulb size will make any difference on the performance of the ballast
