The existing Ecu was tuned by a reputable shop for this motor by previous owner, and it ran fine even took it to the track. I've only done minor changes, the ultra manifold, tb, lmas, new honda...

I've already looked for vacuum leak, spraying down the manifold with brake cleaner. Most hoses and all gaskets are new, engine was rebuilt before the swap.

Would tps calibration cause the surge?

I wouldn't trust what I steer my vehicle with on ebay parts. There's sponsors on the marketplace where you can get an nrg short hub and wheel for $160.

I used a Devilbliss gun set. It was a 3 gun kit with a primer gun, a paint/clear, and a touch up gun for like $90. It really works well, better than harbor freight and way cheaper than 3m.
