If you really want to identify those connectors, your best bet will probably be running through the factory service manual (FSM) and checking the shape of the plug and comparing it to the wire pin...

Can you repeat that drop out at that same exact voltage every time you sweep through its travel? A digital oscilloscope is really the correct tool to use for that, but if you can repeat the voltage...

This would be my suggestion as well. 2500-3000rpm for a couple minutes, if its cooler outside close the hood while you keep it revved up.

Have a friend sit inside and turn the steering wheel back and forth to cause the popping sound while you crawl around outside. You should be able to pin point (or at least get close) the problem part...

I had a similar problem (hesitation, and more so when cold), and new spark plugs and spark plug wires fixed the problem. I'd take a good look at the plugs and wires and see if there are any obvious...

I'm not sure what the wire gauge is, I would guess at it being around 18-20g.

If the existing wires coating is burnt through anywhere (I cant tell exactly from the pics- but it looks like it...

It sounds like it. The fuse should have blown, but it sounds like it malfunctioned and melted and let current continue running through the wire until it overheated it.

The "c" in "c421" designates it as a connector.

Because you have a 1999 model year vehicle (1996-2000), you can have one monitor in a "not ready" state and still pass emissions. Vehicles dated 2001 or newer can only have a single readiness monitor...
