u just spray the rust converter and let dry. it will turn black... u can sand/scuff it all down and paint por 15 or epoxy primer. whatever it is u plan to go with first.

sealers arent used for corrosion protection. for bare metal it's epoxy primers/dtm primers/self etching primers for corrosion protection and adhesion. Sealer is a primer (and yes, aides in adhesion)...

sealer is a topcoat not a bottom coat. you do all your bodywork with bondo or primer surfacer, and when thats all done, then you move onto sealer, basecoat, clearcoat.

A good primer whether it be sealer or surfacer, will offer good "hold out." meaning its formulated to not let any bondo work or multi-colored panels show through into the topcoats... So its up to you...
