Engine will swap just fine. Use all motor mounts, you need an 99-00 Civic SI Rear bracket because you have a Civic... Not an integra. Secondly, the wiring harness from the civic is an obd2b harness,...

230 is decent. I've never heard more then 280 on...

230 is decent. I've never heard more then 280 on a b16. Change out the gas filter and air filter, may not make a huge difference but it should help.

When you jumped the car it turned on? When it was on, was "Ebrake" light on and the "Oil" light as well. It could be your alternator. Or main relay. Main Relays are known to die out quickly on hondas.

Use same harness, if engine is and obd1 it should all plug up, except for a few that you'll have to adjust by extending the plugs. If the motor is obd2 then you'll need the obd2>obd1 jumper harness....

I've had similar problems but never was a fan of jumper harnesses. Make sure your Engine harness is cut free, and check the fuses it could be something as simple as a blown fuse for the fuel pump....

I had a problem like that when I swapped my b18. Check your harness, Engine Harness. Make sure there are no cuts, no butts, a cut somewhere along the wire could make it useless. And another thought...
