Grind all the welds off. Will come off easy. Grinders can be found for cheap. Or drill the spot welds out. An electric drill can be found for cheap too.

Over a thousand dollars. Go through Insurance.
You need air bags, depending on how the dash is on that car possibly a dash as well.
Both front impact sensors and air bag module. Also the seat belt....
