The actuators are common to go out on that year/model. Had to get all 4 replaced on my 99 accord, not all at same time though. And the actuators are not $100 each, I just finished doing 3 of those on...

-Take ALL spark plugs out.
-Compression tester in the hole.
-Disable fuel injectors by unplugging them, or disconnect connector going to distributor up to you, preferably injectors....

You answered your own question...what happens when you unplug hoses going into the manifold, more air gets bypassed to the manifold right? Clean your throttle plate with some carb cleaner or look...

I always thought that the flashing CEL indicated a serious misfire that is damaging to the cat from excessive fuel being dumped in it. I've seen it happen, the cat turns all red and pretty :P

Check the switch then. Unplug the connector and jump it with a paper clip or something, if the fan kicks on the switch is good. Gotta be sure its the switch before you start wasting money on parts.

Accord is right, you'll actually lose power and efficiency of the engine by increasing exhaust sizes without forced induction. It will sound louder, but at a cost.

Another thing you could try. As far as I remember EVAP tests are automaticly done at about half tank, if it fails it will set a code(can't see this one without a scanner) which will automaticly fail...

Not sure about hondas, but on most cars a high percentage of the EVAP problems are caused by fuel caps going bad. Put a new cap on, erase memory and good chances the problem will be gone.

Easy for example one crappy wire with too much resistance, spark in 1 cylinder only is not strong enough for complete combustion. Whats coming out of that cylinder? Partially burned fuel/HC's....
