Wow, it looks like your running on the rich side buddy. I would look more into the CEL, it will most likely be your cause. Once you get the CO to drop the HC should do the same.

97' or 99' it doesn't matter, as long as it's there. When we perform a smog check we do three things, emissions-visual-&functional. if the canister is there, your good. We don't check for year it is....
