Look at the oxygen sensor located in the exhaust pipe. Damage to that would cause the Code. And it is on the lower section underneath the body of the car.

Try disconnecting the battery and wait 5 minutes or so and reconnect the battery and see if that code is still there. Doing that resets the ECM.

It goes inside the fender. Remove the inner fender liner and maybe the wheel and tire for access. Yes is is part of the cool air duct system.

IF you have drum brakes on the rear the shims will have to go between the axle and the spindle assembly. It's a fairly involved disassembly so that price sounds reasonable....

The water in the spare space most probably comes in around and under the rubber strips on both sides of the roof. It's a well known problem.
