Yep... if there is a bit sticking out, put a nut on it and weld in the center. The heat really helps loosen the bolt.
If its recessed, you can weld a rod onto it and do the same thing.

Another way is to get some thin foam (say 1/4") and cut it out with an exacto knife like the Craftsman one...if you need it deeper, just glue 2 sheets together.
