Wheel paint is bubbling, any fix for this?

I am getting a new (used) car tomorrow and when I looked at the wheels the paint was bubbling on them. They are factory rims and factory paint.

Can I just take this to a tire shop or a body...

I was unable to check out that vehicle, but I did find a much cleaner, rust-free, dent-free 1998 Civic EX and at a cheaper price. $3,495.

So I was thinking that starting off with 250s is similar to starting off with a civic, corolla, or any other economy car.

It serves its purpose in teaching you what cars do and how to drive them....
