Does the car have a OBD2 wire harness?
If so, were the ECU plugs cut to make it work with an OBD1 ECU?
If that harness has been hacked up, find another 96-98 EX harness, and the correct ECU for the...

Auto civic 96 - 00 use a 3 wire IACV.. 5 speeds use a 2 wire..

Did you check your fuses? (First step! lol)
When you set the crank to TDC, and the with the cams lined up, do you have number 1 cylinder (number one is on timing belt side) spark plug wire matched...

You said the head was a 99.. Does the block have a VIN tag on it? Exhaust side, above the oil pan.. if not the block probably isn't OBD2..
If you don't have an CKF sensor (the one behind the crank...

5 speed tranny, clutch, flywheel + bolts..
5 speed intake manifold with all sensors and throttle body
gonna need some 2 wire connectors
shift linkage, pedal set.. or just...

That looks like the connector for the Crank Fluctuation sensor.. Is that hooked up? You'll have to change that connector, to a two wire.. B Series use two wire CKF sensors.. D series use 3 wire...

Use a GSR timing belt with a GSR water pump..
Or an LS/B20 timing belt with a LS or B20 water pump..
B16 belts are shorter (smaller block height on b16)

Spark is white..
Injectors have 12 volts
I have no access to a noid light.. but duty cycle was 95% when cranking
Compression tested.. 180psi cyl 1, 2, 4.. 185 cyl 3.. good
Doesnt start with...

its an auto ek.. i tried the only other auto ecu i had.. p2p-a84.. original was p2p-a81. no diff really..

cant pop start it as its auto, sucks lol.
the engine came from jdm engine depot in nj....

Ive been meassing with this car.. no start condition.. maybe someone can shed some new ideas.
ive checked for fuel pressure - has plenty
checked for spark, has spark.
no clogs in the intake tube...

I have a B18B block.. its disassembled/bare.. Has the main caps + main cap bolts.. 81mm bore.. needs hone..
B18B crank in good shape
Stock GSR flywheel
bare B16 intake manifold
bare D15B obd2...

My relay clicked, I assumed it was working correctly..
But my fogs never turned on. I checked every wire, hot wired the bulbs.. all good..
Found out the relay wasn't making contact..

ive seen them done in egs before..
it wont match up to the door panel without modification to the door panel..
the dash harness probably needs to be rewired..

What pump do you have? only the 99-00 si, and ctr pump will work. Link shows the difference. When I did my ls/vtec in my ek sedan, I used a ctr pump.. Found it for like $30 on ebay, works fine....
