Yes, the Cam is UP with both Horizontal marks at the deck. The timing is off then, explains why it wouldn't start.

Should I be hopeful that the good compression numbers mean I don't have bent...

Compression test done, 4,3,2,1 - 185,185,185,175

Plugs were wet in 1,2,3 but may have been from excessive start attempts

Mechanical timing seems way off, please tell me I'm wrong. Cam...

No. It was parked in December, the owner tried a few things, replaced a few parts to get it going and we settled on a lower price with the expectation it was the distributor coil, which it wasn't
