What you really need is a "TIG finger"
That guy in the video I Posted for you made them up as sells them.
You can rest you finger on the work piece to steady your hand and just slide along!

Just looks like an older garret to me..maybe off a diesel..Is there any play in the shaft? At the least take it all apart and clean it up and do a rebuild on it.

Just to clarify for the OP that it is 10psi "Minimum" as in the Helms. Should be 50psi minimum above 3K Rpm. So if its higher that is fine.
