cel on/relay chatters

i have a '90 civic that that cel stays on. checked two main relays and they test good, soldered all the joints anyway on both (have done this before to fix a civic) i have no power at the fuel pump....

I actually have two wagons for sale, both have clear titles. one is running and driveable. needs rear brakes and the exhaust is going. the other is pretty much a parts car, the motor/trans is not in...
