I´d suggest you to not to throw parts in it before doing a good check on the electrical system. Check wiring, grounds, remove and inspect conectors, because as you said, the car sat for 20 years. ...

I'm not 100% sure, but it is possible that the VSS (speed sensor) is going bad, in that case it sends information to the ECU that the car is stopped, you get the speedometer showing 0 miles per hour...

Issue with the car not starting back again may be related to the main relay, if that is the case, you need to solder the thing up and it shouldn't happen again.
