Wider is not better, stickier is better. I think you should start by giving details about your car. (year, type, drastic mods, wheel size, what it's used for, weather you drive it in.)

Good times. I use to have 13" gold meshies of some sort on my '98 hatch before I rolled it and then lent it to my friend. I think they were off a stock bmw. Good times indeed. Hard to get decent 13"...

Then the answer is no.
I cannot understand why anyone would do this. You would also be running different tires which would lead to unpredictable handling at best.

Do you need all season tires? All season tires are meant to be used in snow and frigid cold. If you are not going to do either than you do not need an all season tire. Please answer this first.

I currently have 20yr old rims and have no hesitations about them. I know guys who have much older ones than that. I wouldn't worry about 12 yr old ones.

Just polish it back up. Those green scowering pads can be aggressive. Some people do like to use them to clean rims but only on anodized type finishes, something that is not polished.

Why not paint a set? Good paint and good prep will result in a lasting finish. To protect them coming off and on you can always get one of those sockets with the protective sleeve.

Stock pressure is a good place to start. If you notice uneven wear or weird handling you can move up or down by a few PSI if you know what you are doing. I think the FAQ explains it a lot better.

Doesn't take much effort to take off the air filter and look into where the valve is to see if it is gunked up.

So a 1" wider rim has a 1-1/4" wider lip? That probably means it has some heavy offset. I would look at the offset numbers before you do anything else.

Probably depends a lot on the shape of the wheel, chances are there are too many details, curves, and lack of large flat surfaces to make any large powertool useful.
