Is it bad for a GSR temp not to be in the normal Temp?

I do notice at times that my car doesn't run at the normal temp when warmed up.
It fluctuates to the middle and then goes down a bit.

Is that good for the engine?

cuz i noticed that whenever i start my car it kinda stuters at first and it starts idleing smoothly. Thats when i haven't driven or started it for more than a week.

smog test - HC (ppm) at 15 mph almost failed

barely passed on HC (ppm) at 15 mph

15 mph Max - 60 Meas - 58 almost failed
25 mph Max - 43 Meas - 14

what is the cause of getting this high of a number?

problem with 3rd gear on DA

when shifting into 3rd gear. It sometimes grinds just a lil when i shift it into 3rd. Is that a sign that 3rd gear is going out?

What should be replaced to fix this problem?
