Both terminals are brand new with clean wire connections (also new)

The positive isnt very "tight" around the post, its kinda loose you could sya, but its making full contact

If these no connection because its so corroded why would that make a difference? Clean it up, thats probably your problem

Or the wire could have a break in it and it barely getting grounded...

Your not going to get a main fuel relay from Kragens, you either go to Honda and fork out the $47, or go to the junkyard and grab 3 of them like most people
