If your ECU is bad the only way I know to test it is to try another

ECU fuse is the same as HZ fuse in the engine compartment fuse box next to the shock tower

You really need an oscilloscope to perform this measurement properly. A true RMS meter with the averaging function can be used if you know how to use it and when and only in limited scenarios.

I think the key to the solution is there. If you could get it to start with a stock ECU it will confirm your wiring is correct.

Check and set your MECHANICAL timing. That means line up the timing mark on the crank pulley with the timing marks on the cam pulley. I had an Si that was 2 teeth off and the idle hunted like that.

Is it a stock ECU? You can compare your ECU to a chipped (google pic) ECU and make sure its not.

Check resistance of injectors. Wouldnt hurt to get them cleaned

Most fuel gauges for these years are almost 1 gallon off. It reads low when there is really 1 gallon in the tank. When I do the calculation described above, and I refill with 1/4 tank of gas it comes...
