i bought 96-00 all model civics LCA, i talked to the guy from omni power, and he said that it wouldn't have came close to fitting my car if it wasn't for my car, so the part is the right one, but...

try checking to see if its a blown fuse, cause i had the same exact problem and it turned out to be a blown right side door fuse

The 2004 si rims are 5 lug, but 2002-2003 are 4 lug.

my car is low as fuck and 195 is all i can squeeze in there, i have tried fitting 205's on but they don't clear my back tire well, they stick out to much...
