Typically the upper/outer corners of the dash are on pegs, and it should slide off them.
You might consider looking at majestic honda for parts breakdowns that will help you find attachment points....

I think you should go by the service schedule in the owners manual, it sounds to me like you are using a shop that has no idea of T-belt service intervals for Hondas.

Then the "collar" of the lock cylinder has breakaway bolts holding it to the column.
