Actually, I have to second Kirk's opinion that the SFI test is a little goofy if it doesn't take the seat into account. If you had tested a side impact with no seat and just harnesses the dummy...

While concrete's not great, a large surface area is a lot better to hit than a small one (i.e., a tree or a fence post). Even a car with a cage doesn't do too well if you hit a tree.
