Engine = b20 with ycp high comp piston vtec b16 head with GSr cam.
Engine running fine, idle set to 850, timing 16 degree, but just idling the car for 10 min it burn thru 1/4 tank of gas.

If you are going to buy a new one, i would suggest buying a Civic SI one, because it fit perfect. DA you have to about 1-2 feet extra.

Turn key to on position and check for voltage at the pump.
When your engine crank, does it crank fast like it have no compression, and if that the case it could be fuel or spark/timing issues.

check the fuse next to it for voltage... it could be the fuse box itself or the wire connecting to the fuse socket

when you test, did you check for both end of the fuse, one will 12 volt, and the other will have almost none cause no connection link.

When you test @ Fuse 13, that is with the key on, and you got 2 volt?
Key must be on in order to get power into that fuse cause all the fuse run pretty much the same wire behind the fuse box.
