Even with a stock engine, a tune will help optimize the response and power delivery of the engine. It is not necessary to put it on the dyno for your base tune, a good street tune will liven it up.

I have seen it do that. first cut thing to do is cut the tach output wire. I had an eg that I was tuning and it ballooned one coil and would break up at high rpm. I was using a boomslang conversion...

the engine cannot breathe enough through the pcv alone. you will need to make sure that the catch can is also vented because if your crankcase is that pressurized, you will always blow out seals

make sure that your intake pipe is on and get some carb cleaner and spray around the throttle body and intake manifold if the idle drops, focus on that area and find out where exactly it is leaking...
