then measure the bore to check taper

run your fingernail in the bore - if anything catches, it needs to be machined...

Before you start spending the $$$ I'd spend some time on the tear down first so assess the damage.
If the head or block is warped beyond repair, no use buying a stage X cam for it.

Just did this to my DOHC ZC that had really tiny bubbles starts to spew out from the radiator cap hole.
Drain the coolant
relieve Fuel pressure
disconnect everything from the head to elsewhere...

Easiet way to get it smogged is to find someone with a stock CRX and find a connect that'll do it for you under YOUR papers. 150-200 is usually the going rate for Hondas

given that the newest CRXs are already 16 years old, I'd spend the money on rotten goods like rubber bushings, brake...
