autocross event today, didn't get a chance to see raw results before I left but all the fast times were really close

He's just autocrossing guys, not like he's out on a track day event. My region doesn't have any issue with bare arms for autocross.
As for the harness, we do not know, he could have a half cage or a roll bar. If not, the angle of the harness going through the seat doesn't look terrible. Other than I'm not a fan of how it looks like its beginning to pinch together.
Again though, it's autocross, not track. For track, I would recommend long sleeves and a proper half cage or cage to run the harness. For autocross, as long as the harness is securely fastened he's probably okay.

A harness is not really a safety restraint in autocross since there is basically no chance of getting into an accident. The only reason to use a harness in autocross is to keep yourself from getting tossed around in the seat.
All that is required in an autocross car is a lap belt, per the SCCA rules, so obviously, he will pass tech literally anywhere in this sport.
There are no rules on clothing in autocross, except that you can't walk around with your **** hanging out.

Car has to have at least a harness bar, the camera is clearly mounted to it.
Testify's point stands though. There is no need for a cage in autocross. The speeds are generally considered low enough and the venue open enough that an incident is unlikely. Another point is that putting a cage/roll bar in a street car generally renders it unsafe for street use.
