Re: Civic EF 89 understeer problems
Cornering balance will carry from one cornering phase to the next, so if it's pushy middle of the corner, that will carry over to corner exit. You have a bunch of rear roll stiffness already, so adding more rear spring and bar won't help unless you can tolerate more corner entry rotation earlier in the corner entry phase. I would try reducing rear camber a little at a time to see if you can get the middle of the corner the way you want. If it's still pushy after that, try adding more front rebound. (might have to get proper dampers to do that though. are the skunk2's adjustable? does the adjuster actually do anything at the lower shaft speeds?)

Just about to say the same thing. I think there's too much negative camber in the rear so it's going to just keep gripping and gripping in the rear instead of stepping out/rotating in the rear. I would go to -2.3, maybe -2.2.
Can also try adding more rear air pressure to get the tires in the back more stiff.

No. On corner exit, the car is de-rolling so the outside front is extending. More rebound force will slow that extension, pulling load off the outside front and putting it on the inside front. More equally loaded front axle means more front grip, less understeer.

Re: Civic EF 89 understeer problems
In my experience, rear toe out has very little effect mid and off. Massive effect on entry though, and braking stability. It falls in the last ditch effort category for me. Give it a shot, but I don't think it's going to have enough of an impact on the problem phases of the corner mentioned to be worth the penalty in braking and corner entry balance (assuming the push isn't actually there on entry and going unnoticed)
