leaking water from under?
 
my accord leaks water every time i turn on the fan or the heater. the water leaks even when i dont use the AC. is something wrong with my car?

Might have a leak in the cowl area somewhere. Where does the water leak from exactly?

i want to say the tube protruding out under the passenger's leg.

Ahh still a clogged drain tube then. Even though the a/c isn't turned on the compressor still runs on defrost settings and is removing humidity from the air.
So if you clean the drain tube you should get a nice bath and fix the problem.

how do i clean the drain tube? what do i have to remove?

underneath the car black rubber hose. blow compressed air into the hose with a blowgun.
