Replacing the Ignition Switch (1994 Honda Civic EX)

Yesterday, through the help of many of you (thank you!), I think I figured out that my ignition switch needs to be replaced on my 1994 Honda Civic EX with 171k (see below). I called Honda Parts this morning and the sales person told me the ignition switch with new keys is $335 (Part # 35100SR3A13). From something I read yesterday, I didn't think the lock cylinder had to be replaced. Does it?

I found a local independent mechanic who will try to find the part at a junk yard for around $75-$100 and install it for $65. Is this advisable?

I started having problems immediately after I took my car for state and emissions inspection. During the inspection, I waited nearby as the mechanic tested my car and it sounded like he put the car under tremendous strain to do the emissions test. Could the test have caused my problem? If so, do you think I have any recourse?

Summary of Problem: Even while being jumped, my car with the ignition switch in ON (II) does not have any dashboard lights but the radio operates and "door open" sound works. If turn it to START (III) while being jumped, it sounds like it has started and I have dashboard lights, but as soon as I release the key, the car dies and the lights go out.

Thanks again for your help!

The diagrams below show how to test and replace the ignition switch. Unfortunately, you do need to replace the whole lock cylinder.

You should be able to get a discounted price for an OEM lock cylinder here.

I've heard that you can replace the lock cylinder and reuse the key but it requires some work and a mechanic might not want to do it.
