1991 Civic, Code 14 IACV, Hesitation from idle to 3000rpm, I'm stumped.

I am stumped. I have a 1991 Civic DX converted to MPFI w/ D15 engine.

I am getting a code 14 which is the IACV. I have cleaned the IACV and also replaced it. I can also hear the valve opening and closing via a metal rod when the engine is running. The car does not idle, it just dies. To bypass this I have set the throttle cable to hold the throttle body open very slightly to idle. What can be causing the IACV to not work properly?

The second problem is the hesitation. When the car is in open loop(cold) it runs perfect minus the idle problem. As soon as it hits closed loop(warm) I get a horrible hesitation from idle to about 3000rpm. So this, for the most part, rules out ignition/fuel problems and timing, it has to be a sensor but I am not getting any codes other than IACV(14). I also get a small sputter right around 5000rpm.

Steps I have taken so far...
Cleaned IACV
Replaced IACV
Replaced O2 sensor
Replaced PVC
Replaced rotor button
Replaced distributor cap
Replaced plug wires

What is wrong?

Thanks, Nick

Did you inspect the purge solenoid cap on the firewall. I found out on my own experience that vibration from the engine cause the cap to come loose off its fitting and create vacuum leak and it led to pass fuel econony, excessive bogging and poor engine performance as I couldn't have vtec activated because it would go to 4000 rpm then fall to 2000 rpm and then back up to 3000 rpm then fall then back to 4000 rpm and vtec should kick in 5500 and it doesn't because a vacuum leak was present. The purge solenoid cap was loose off its fitting. Check that!

Update.

I have resolved the idle issue, it was my own stupidity. Plug was incorrect.

I decided to check the voltages of my TPS. It was way off, I replaced this and set it to .45/4.5. Unfortunetly, the hesitation is still there.

I then discovered I had a leaky injector, I replace that with a working injector. Hesitation still. And yes, I reset the ecu after each "fix" to see the effect.

I am going to start tracing wires tomorrow and see if I can find something.... not sure where to go if there are no problems there.

I have a similar problem also almost exact if you think about it lol (look at the thread sputtering y8 in crx) I'm stumped also

Final update.

So, after about 12 hours of work and ~$150 in parts, I found the problem.

It was a expletiveing spark plug. Part of the porcelain around the center electrode had chipped off (blows my mind how that happened). I replaced it with another plug, and now it runs beautifully. Thanks for the help.

Sorry to bump an old thread, but I feel I need to.

The spark plug caused a code 14 in your car? When you replaced it and reset your ECU your code went away?

I have a persistent code 14 that I can't get rid of. I have gone all the way through the Honda Service Manual flowchart and the code is still there.

I do have new spark plugs and wires and distributor, so I don't think that's an issue. But I find it interesting that it would throw a code 14 for you?

It sounded to me that the code 14 was caused by an incorrect IACV plug.

yes, he said he had the wrong connector plugged into the EACV - the EACV connector is a 2-wire connector with black with yellow stripe and blue with yellow stripe wires - if the car was DPFI, the EACV connector is green

How about air in the cooling system? It will cause hesitation, as coolant passes through the IACV, and if an air bubble passes through, it could trigger the faulty IACV code. I have a '98 teg gsr, and after upgrading the intake manifold and a bunch of other bolt on mods, I didn't properly bleed the air out of the cooling system. Consequently, I was getting an IACV code and terrible hesitation and erratic idle. Not sure if the difference between OBDI and OBDII would play a role here.

I also have a 91 civic DX with low RPM hesitation. The ECU flashes 14 times in a row then pauses and repeats. I thought code 14 was one flash, pause and four more flashes, but I'm used to my Chevy. Is that really a code 14 it is flashing?

The ECU started flashing this code last week, but I have notice a hesitation at low RPM's (most noticeable just after shifting to second gear) for the past year that is getting worse. I've noticed the hesitation even in neutral. I've replaced the cap & rotor, Plugs and wires, fuel filter, PCV valve, checked the EACV (11.2 Ohms) and TPS.
There is a bulletin for the TPS ground wire that I have not completed yet.

Does anyone have the EACV Troubleshooting Flowchart?

Re: 1991 Civic, Code 14 IACV, Hesitation from idle to 3000rpm, I'm stumped.

I have a 1991 Honda Civic Standard Hatchback (4-cyl, 4-speed with a completely rebuilt engine and transmission that has 3,000 miles on it - so new plugs, wires, rotor, etc ... and they are performance parts as well) and experienced the same symptoms ... and discovered that the hesitation is related (in my case but could be yours as well and worth checking ! ) to my cooling system not being properly filled and sealed! Make sure that your coolant level is between the min and max when the engine is cold, more closer to min than maximum, and also that your cooling system is completely shut (the cover to the reservoir is screwed on tight) and no leaks. In reading other posts and the repair manuals I have discovered that by confirming and making sure the coolant level is correct and the system is sealed that it fixed my problem with cold engine hesitation at all speeds. There is reference in the repair manuals between the engine temp and cooling system as related to the performance of the fuel injection setup. If you think about it ... it does make sense. Hope this simple observation helps others as I know it can be very frustrating!
