Is the steering wheel turned in the lock position? That can cause the key to not come out of the ignition.

Do the brake lights work? Another possible cause is a faulty brake switch. If the switch is bad the vehicle won't recognize that it is in park and will lock the key in the ignition.

Hmm.. Here's something you can try.

Move the shifter as far up into Park as you can. Maybe it's out of adjustment. Then you can also try and move your shifter out of Park and back into it. This time listen for a noticeable click. Your ignition lock cylinder should click and release your key. If it's clicking, I would assume it's your Park switch on the shifter assembly.

I'm not sure how it's mounted in there, but in the 01-05 Civics, I've had that little pawl/detent break off and not contact the Park switch. This also causes the shifter to shift past the last gear, in this car it would go past gear 2.

I'd check that. If it's your park switch, disconnecting it should release your key.

I had the same problem with my early 90's Civic and was able to fix it earlier this week. Here's what I did to fix it:
