how do you fix bubbles in carbon fiber?

Do you mean bubbles as you're molding a part or bubbles appearing in something after being exposed to the sun?

saving it depends on whether or not it's cosmetic, as a fix probably won't be pretty. But then again, if it's bubbling, you have a problem with the UV coat/resin degradation and the rest of it will look like shit too - which brings us back to the float test |

There probably isn't anything you can do.
