If I get it on paint with clear coat, how would I remove it? Also once the flat black is removed, would the paint underneath be damaged?

if the paint you want removed in on your existing clear coat, take a very fine grit sand paper, maybe a 1000 depending on how think the paint you want gone is, and sand it down slowly and very carefully till the paint is gone removing as little as possible of your clear, then take some 2000 grit and wet sand the area and finish it off with a polish of the clear to bring its finish back.

So 1,000 grit shouldn't hurt the paint underneath the spray paint?

not as long as your very carefull and not using to much force, be very light with it, take your time it'll be worth it when its gone and you have minimal clear coat damage, then finish with a 2000 wet sand, clean and polish.
