bumper painting prime or not

bumper painting prime or not
I'm painting a bumper off my car and need to know if i need to prime it or not. its sanded down with 600grit but clear coat is still on but the edges of the bumper are down to the bare plastic. wondering If I should prime it before i paint it.
Body shop said to just scuff it with grey pad and then base coat right on top

I'm by no means a professional painter, but I would scuff down the clear then prime it and paint it, otherwise the paint can flake back off...just what I've learned from doing my own bodywork

Call me crazy, but before I decide how to paint stuff I usually need to look at it.
