Icon4 Need help with d16y8 replacement

I just bought a turbo 1999 civic ex and turns out it needs a new engine. I took my car to the mechanic and I was told that its 1400 for a engine and 1000 to install. Is this a fair price? If not where can I get a low mile usdm d16y8 for less?

You could buy 2 Civics for that price around here. Not sure what state you're in but you could get a JDM equivalent Like the D16A

I'm in Washington, will a d16y8 turbo kit fit on a jdm d16A?
