Default CA smog H23 vtec

Before you tell me it's not possible, hear me out. I know legally there's no way to smog an H23 vtec in California, but I'm buddies with a guy in town who does smog and he doesn't give a rats *** about the visual inspection. My car is also BAR'd for an H22A1, which in his eyes is close enough to the H23. Anyway, long story short, he says if I can get my car to pass the emissions part of the test then he can give me smog certification papers which will allow me to get my car registered. I know if I get pulled over and inspected I can still get boned, but I live in a small town where the cops don't know jack **** about modified cars so I don't need to worry about that too much. Now on to the actual question, how can I get this thing to pass the emissions test?

Here's the current setup:
95 EG, originally a CX
H23 OBD2 engine (the guy I bought it from said it's "built" but who knows what that means, or if it actually has had anything done to it)
Chipped and tuned P28 OBD1 ecu
No cats and non CA legal muffler
Egr delete
High flow fuel pump
AEM V2 CA legal intake
DC CA legal headers

Obviously I'm gonna need a cat and muffler and to hook the erg back up, but I'm not sure what ecu to use and how to go about the wiring. The engine wiring harness is a complete mess so I plan on replacing/redoing that while I'm at it. I seems like a 92-95 EG wiring harness would be best, probably one from an Si since it has vtec already wired in. Also I know the H23 has an EVAP system, but I think thats an OBD2 only thing? So I'm not sure what to do with that.

I've done quite a bit of searching, but I'm sure I've missed some good threads that would help me. If anyone has any advice or could help point me in the right direction it'd be greatly appreciated.

Easiest way to make it pass wood be run stock usdm h22 ecu, have egr hooked up and run a oem converter.

Yeah I figured a a P13 MT ecu would be best, but I wasn't sure if it would run right with the supposedly "built" H23 since I've heard if your motor isn't stock then you need to get your ecu tuned. I was also planning on picking up an oem catalytic converter. I just want to make sure my parts list is complete and correct before I make a trip to the junk yard. Like I said I live in a small town so the closest junk yard that'll have everything I need is an hour and a half plus away.
